Sourcing Specialist reporting into the Procurement Lead, Hybrid working, 2 days on site, immediate start for an initial 6 month contract, with the ability to run regulated (UCR 2016 compliant) tender(s) on e-sourcing system.

Job description

Tenders for Smart metering and meter installation (NEC4/R&M Infrastructure)

Responsible for:

• All document management upload/download on e-sourcing platform
• Management and assignment of tender messages, queries, clarifications
• Support Procurement managers to sift, analyse and summarise bidder queries and clarifications
• Compliance with the procurement timelines including reporting
• Set up of tender documentation on e-sourcing platform
• Issuing PIN, RFQ, RFP, CN on Delta or FTS on gov.uk
• Assessment of transactional procurement sections of PQQ (e.g. Finances, Insurances, certifications)
• Market research as required
• Supplier due diligence

Essential Experience

• Previous public sector or utilities regulated procurement experience (PCR15 or UCR16)
• Previous experience setting up and running NEC3/NEC4 tenders/contracts
• Previous experience setting up and running IT tenders/contracts
• Experience of e-sourcing platforms
• Working in a project environment

Desirable Experience

• Water, Smart metering or Utilities experience
• Understanding of Regulation 31 (for water)
• Experience and adept user of "Delta" E-sourcing platform
• Experience and adept user of "Achilles UVDB" qualification system
• Worked in a time sensitive and occasionally pressured project environment
• CIPS accredited
• CIPS Ethical Procurement certified
