I am currently recruiting 3x procurement specialists / managers for a public sector authority. These roles are paying up to £300 per day (umbrella) and will be looking at goods and services.


Procurement / Tender / Contracts

The Job

The post holder is a member of one of the category teams within Procurement responsible for ensuring that tenders, contracts comply with overnance, policies, guidelines and relevant procurement legislation, and achieve best value.

This role encompases all commercial activities servicing and providing procurement advice to internal clients, engaging with suppliers on key contracts and providing support to the Head of Category (Procurement).

  1. Tenders and Contracts

  • To undertake,manage and act as the procurement lead on minor and routine procurement projects and tendering exercises.

  • To provide advice on and assistance to client departments in drafting pre-qualification questionnaires, tender documents and clarification letters for a variety of goods and a broad range of services.

  • To draft and place contract notices on the EU and other websites and to manage the pre-qualification process, and to place tender award notices on the appropriate EU websites as required.

  • To prepare evaluation methodologies, assist in evaluation exercises, collate and analyse evaluation results and prepare financial information. To assist with interviewing contractors during evaluation process and provide feedback to unsuccessful tenderers and prepare recommendations for the Business Unit Managers to consider.

  • To ensure all procurement work within the remit of the postholder is compliant with the statutory provisions and Procurement Standing Orders and procedures within the codes of practice on procurement activities.

  1. Purchasing

  • To assist junior members of staff with the management of the e-purchase order management process, which includes dealing with individual order queries as well as liaison with new suppliers to the process and providing support and advice concerning any issues arising.

  • To liaise with suppliers and customers to assist in the management of key supplier accounts to ensure the efficient management of orders. Where necessary, to assist junior members of staff with resolution of delivery and order queries, including the verification of invoice values against orders, and the rectification of discrepancies in accordance with good procurement practice and procedures regulating the payment of invoices.

  1. Contract Management

  • To manage and monitor assigned major contracts to ensure services are delivered consistently within the terms of the contract. Where there is non-compliance, ensure an appropriate remedial action is initiated including the application of abatements etc. where appropriate.
  • Ensure that decisions and actions arising from meetings are clearly summarised for those in attendance and appropriate records (decision sheets, action logs, workload management schedules etc.) are produced expeditiously to support follow up action. Ensure contract obligations are clearly identified so as to avoid misunderstanding or confusion.

  • To review existing contractual arrangements for the provision of services to improve service delivery and overall value for money.

  • To consult with end users to identify service requirements and establish whether existing contractual arrangements meet these.

  • To prepare a business case where the introduction of new service requirements is required and to carry out market and supplier research, to assist in determining appropriate procurement strategies.

  • Research for and serve as a key member of the negotiating team on the extension of existing contracts and participate as an active member of the Brigade's negotiating team for the development of future contracts arising from PPP/Best Value projects.

  • Support the partnership ethos with contractors in order to avoid doubt and reinforce mutual understanding to maximise the benefit of the contract to both parties whilst achieving best value. Contribute to the development of cost-effective solutions in the provision of relevant services.
